Cooperative Development Consultant

BACKGROUND:

The women in the WfWI program receive extensive training in, among other topics, household budgeting, saving, and a vocational skill.  For those women in rural areas, the vocational topic is almost always agriculture, and as we encourage them to move from sustenance agriculture to commercial farming, we also encourage them to work together.  Our trainers tell them that by pooling their resources, both money and labor, they will be able to produce more in fewer work hours. 

As a result, in places like Rwanda and Kosovo, WfWI graduates are forming "local cooperatives".  These are groups of 20-40 women who jointly farm a hectare or two and either sell the produce or divide it among themselves. 

As they progress, it will be in their interest to create formal cooperatives, to register their collaborative activity as a legal entity.  In some countries this is easy enough to do;  in others not so.  In any case, the women in the program do not know very much about forming a cooperative, about managing one, or about membership.

While WfWI is beginning a series of classes in business skills which will improve some basic commercial skills, the specifics of cooperatives are not included.

The women need basic and practical sessions, tailored to their level of education, to their likely application of the principles, and to the legal, regulatory, and cultural norms of their societies.  They need to have a practical understanding of what distinguishes a cooperative from other forms of business entities;  the various types of cooperatives;  purchasing & marketing through cooperatives;  the structure, control, and finance of co-ops;  the responsibilities and duties of cooperative members;  and how to make decisions concerning membership.

The objective is to foster profitable commercial enterprises.

DUTIES and RESPONSIBILITIES:

The consultant will work with WfWI staff in Washington to prepare two sets of training materials.  The first training should be broad-based to serve as an introduction to all cooperative members.  We envision this as quite short.  The second training will be for a much smaller number of women, the potential managers of the cooperatives, and be much longer.

These training curricula will be the consultant's deliverables, and local experts in each country will adapt this training material to the legal, regulatory, and cultural norms of their societies.

Essentially, what we are looking for is an existing, complete, high quality training program which has been expertly revised to meet the needs and learning levels of our participants.

The participants are socially excluded women and often the most vulnerable members in their societies.  They have been victims of conflict, and many have lost family members to violence and disease.  Most of the women have received little or no education.  Illiteracy is high among our participants--  in Sudan, for example, 94% of women are illiterate.  Many women are also innumerate.  Participants earn their income primarily through agriculture, day labor, and petty trading.

CIFI - Sudan Land Development Consultant

A. BACKGROUND

Women for Women International (WfWI) launched operations in Rumbek, Southern Sudan in 2006; a time when the region was at the onset of its struggle to recover from a 50 year legacy of war. Many of the people in this region are from a pastoralist tradition. Years of conflict disrupted and destroyed trade relationships and routes, leaving the pastoralist socio-economic traditions in place without the benefit of significant economic activities to fuel them. This “low output economic engine” helps to drive the regions overwhelming challenges - widespread poverty, chronic draught, food shortage/insecurity, high illiteracy and a stunning lack of basic infrastructure. Socio-culturally, patriarchy is prevalent, rendering women and girl children particularly vulnerable in this highly challenging environment.

In an average household, women are mother, wife, caretaker and the provider and preparer of the family’s food. Strengthening their agricultural production capacity is thus a critical step towards sustainable peace and economic recovery. Women for Women International’s Commercial Integrated Farming Initiative (CIFI), a component of our income generation strategy for Sudan, will contribute in a small but significant way to enabling this process of peace and economic recovery.

CIFI Sudan was established in January 2008 in partnership with Lundin for Africa. The main goal of the project is to bring about increased employment and incomes for 3,000 of our program participants over a three-year period. Through CIFI women are provided training in appropriate skills, techniques and sustainable practices of commercial integrated farming, enabling them to address market demand in a profitable way by basing their crop selection and methods of production on market considerations.

CIFI Sudan is implemented in Makernhoum, Pacong Payam, East Rumbek, where the local communities have provided 90ha of land for the project. Shortly after acquisition of the land, program participants started cultivation. The main crops grown initially were vegetables - cowpea, egg plant, collard greens, tomatoes, bell peppers, water melon, okra, kudura, amokebe, hot peppers, onions, and some maize. Within a year, other vegetables and groundnuts were added and so were some cassava, bananas, assorted fruit trees on trial basis and animal husbandry. Based on a recent market study, Sorghum is our next addition.

Cultivation started on approximately 20ha of the land with the help of a small irrigation system, supplemented by the rains during the wet season. In June 2009, a new irrigation system was launched, that covers at least 40 ha of the farm land. Our plans are to have at least 20 additional hectares put under cultivation at the beginning of 2010 and 10-20ha more by the end of 2010, making a total of 70-80ha under crop cultivation. Another 5 ha of this land will be reserved for animal husbandry and about 5-10ha reserved for infrastructure (offices, staff quarters, etc.)[1], and recreational activities.

The problem is that crop cultivation and some basic construction started before a proper land use/management plan had been put in place and has continued that way. While this worked for some time, the involvement of more women and growing expansion of cultivation calls for proper planning of the land. This need was further confirmed by flooding that damaged a substantial part of the cultivated area in August/September, 2009 – exposing another dimension of the much needed land plan – a flood mitigation plan.

B. OBJECTIVES

A proper farm plan/design to enable proper utilization of the land, coupled with an appropriate flood mitigation measure, will greatly enhance the success and subsequent sustainability of CIFI. Our preliminary thoughts are to have 20ha each for vegetables, groundnuts, sorghum and maize, and 5ha each for animal husbandry (poultry, cattle, goats and apiary) and infrastructure.

The main aim of this assignment is to i) design a proper plan for the 90ha piece of land that takes into account the main land uses – crops, animals and infrastructure; ii) design and implement a farm plan that incorporates a proper crop rotation plan, taking into consideration the main product categories (vegetables, groundnuts, maize, sorghum and animal husbandry); and iii) design and implement an appropriate flood mitigation strategy. A topographic map is an integral part of this assignment.

While focused on promoting efficient and profitable use of the land, the land plan and layout should be designed to protect and conserve the environment - minimizing environmental damage inherent to agricultural activities.

C. SCOPE OF WORK

This assignment involves the following activities:

a. A topographic survey and topographic map of the 90ha piece of land.

b. Appropriate land use/management plan, showing suitable areas for the different land uses – crops, animals and infrastructure.

c. Farm design that incorporates a proper crop rotation plan, taking into consideration the main product categories (vegetables, groundnuts, maize, sorghum and animal husbandry). Farm plan to show clearly the land allocations for the various farm enterprises and boundary marks between them. d. Implementation of farm design: Partitioning of the farm into main farming blocks using canals, life plants, etc.

e. Design and implement an appropriate flood mitigation scheme. This will be informed by the topographic map as well as the flood prone areas identified through the August/September flooding. Implementation could involve digging of drainage canals or any other proven strategy. Flood mitigation plan should be such that feeds into the irrigation system, say through a system of canals and reservoirs by which water drained through several trenches (canals) is collected at the lower end into a big water reservoir (dug and covered with heavy plastic).

Ideally, the firms/experts hired for this assignment should have a broader set of agricultural water management skills that permit them to provide advice on how to link the flood water collection reservoirs to the irrigation system.

The main deliverables for this assignment are: i) A topographic plan, including a topographic map of the land; ii) A broader land use and management plan/design showing suitable locations and size of the various farm enterprises; including implementation tips and guidelines; iii) Farm partitioned into main farming blocks, including practical crop rotation strategies and guidelines; iv) Flood management system: design (document) and implemented.

Women for Women International now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide initial information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications and competiveness given the multi-task/expertise nature of this assignment. From the expression of interest received, a short list of consultants will be constituted, to whom detailed terms of references will be sent for competitive bidding.

CRITERIA FOR SHORT LISTING OF CONSULTANTS:

Consultants interested in being considered for full invitations to tender should submit expressions of interest of no more than 3 pages, establishing the following minimum criteria: Significant skills and experience in farm planning and design, including crop rotation planning. Good knowledge of agricultural production, crops, cropping patterns and integration of crop and animal husbandry. Significant skills in flood management and in harnessing rain water for irrigation. Work experience in Sub Saharan African countries including South Sudan and some understanding of the local languages particularly Dinka, would be a plus.

WfWI is seeking to hire a Global Human Resources Manager to provide support to our overseas Country Offices.

The Global Human Resources Manager will report to the Executive Director of Human Resources, and work in partnership with the Executive Director of Global Programs. This position will serve as HR manager and liaison between HQ (Headquarters) and Country (Global) offices located in Afghanistan, Bosnia and Herzegovina, Democratic Republic of Congo, Iraq, Kosovo, Nigeria, Rwanda and Sudan on a variety of key human resources functions. Frequent travel between HQ and each of the Women for Women International country offices is to be expected. The Global Human Resources Manager will collaborate with Country Directors and designated in-country representatives on policies and procedures, recruiting, performance management, benefits, and security management.

DUTIES and RESPONSIBILITIES:

  • Collaborate with Country Directors and designated in-country representatives to ensure that HR systems, including policies and procedures are developed, continuously monitored and updated, and are compliant with local laws and in line with HQ standards.
  • Develop, implement and monitor all HR county office support systems including recruiting, performance management, benefits and compliance to ensure smooth functioning, communication and coordination with HQ.
  • Ensure that contractual, compensation, financial and legal issues are compliant in the local offices and in accordance with HQ policy.
  • Ensure that hiring and employment practices are in compliance with organization and local standards.
  • Provide recruitment support including selection training to Country Directors and ensure that on-boarding systems and processes are in place.
  • Develop compensation programs and strategies that allow country offices to attract and retain the best talent.
  • Manage the development and compliance of security standards and procedures.
  • Recommend and manage/lead training, as well as identify staff development opportunities.
  • Ensure that personnel files are maintained and appropriately copied to HQ including contracts, job descriptions, and performance evaluations.

PURPOSE:

The Program Analyst will establish processes for integrating a performance management function into Women for Women International’s program strategy and manage the performance management and information sharing function on behalf of Global Programs. The Analyst will apply analytical and business planning skills to multiple aspects of Women for Women International’s service delivery and operations in order to identify, analyze and report on ways to improve program efficiency and effectiveness. The Program Analyst reports to the Deputy Director of Global Programs and works closely with the Executive Director of Global Programs, Monitoring and Evaluation Specialist, Economic Development Specialist, Agribusiness Specialist, and national field staff. The position requires regular coordination among departments in Washington, DC, in particular between Finance and the Global Programs Unit.

DUTIES and RESPONSIBILITIES:

  • Establish processes for performance management in multiple aspects of the organization’s program strategy, including extensive data sharing among departments

  • Monitor actual versus planned expenses for eight country offices on a monthly basis to identify, evaluate and report areas of concern
  • On at least a quarterly basis (more frequently for high intensity projects), evaluate actual versus planned deliverables from operational plans for eight country offices to flag and evaluate areas where additional support or other inputs may be needed
  • Monitor expenditures on major grants on a monthly basis to ensure that spending is on track and communicate issues to program leads
  • Review all financial reports to donors for grants from Washington, DC and Country offices
  • Review and analyze “cost to serve” program participant data for country offices and recommend areas where increased efficiencies may be achieved
  • Track actual expenses versus business plans for specific projects, including resource centers known as Women’s Opportunity Centers and identify and evaluate areas where attention is needed
  • Monitor Global Program Unit actual versus planned expenses from annual budget and report monthly to program team
  • Contribute to business planning, in particular financial model development, including strategies to produce earned revenue, for specific projects that provide services to Women for Women
  • International program participants and graduates
  • Build capacity as appropriate for Country office staff to engage in the types of analysis conducted by this position
  • Produce presentations, reports, briefings and other means of sharing data and results of analysis

Description:
The Marketing & Outreach Coordinator plays a crucial role in supporting a portion of the Marketing Department administratively, has a number of important duties related to outreach and supports the department on projects as needed.

DUTIES and RESPONSIBILITIES:

  • Drafting, reviewing and providing input on media outreach materials such as, newsletter, website, blogs, social media sites, direct mail solicitations, e-mail solicitations and alerts.
  • Assist Women for Women International’s relationship with Global Impact, our CFC management firm, to develop updates and meet filing reporting requirements, and coordinate participation in Global Impact events.
  • Support the Senior Marketing Manager and Customer Service to ensure state registration deadlines are met.
  • Track and maintain database records on matching gifts, workplace giving and volunteers. Monitor all marketing materials on hand.

  • Responsible for thanking and acknowledging donors and supporters.

  • Assist with external and volunteer meeting coordination and preparation.
  • Conduct donor and project research.
  • Field inquiries from grassroots supporters – maintaining external relationships, receiving funds, and managing distribution of materials.
  • Assist with day-to-day operations work in support of the Run for Congo Women, an international run walk series. Complete other duties as assigned.

QUALIFICATIONS and SKILLS:

  • 1-3 years experience of work experience preferably in nonprofit fundraising, direct marketing or political campaigns desired.

PURPOSE: Women for Women International seeks a seasoned events professional for the position of Manager of Special Events. In addition, the Manager of Special Events will provide support to local major donor events, especially those developed by the organization’s Leadership Circles, and oversee implementation of major donor trips.

DUTIES and RESPONSIBILITIES:

Gala and Luncheon

  • Coordinate IA to meet a $1,000,000-plus revenue goal for Women for Women International’s annual Gala and $400,000-plus revenue goal for annual luncheon
  • Coordinate with colleagues, high level volunteers and senior staff to secure financial commitments, develop Gala program, secure key participants such as emcees, honorees, and performers
  • Coordinate and/or execute all event logistics, including data, invitations, approvals, tribute journal, event program, video, media, etc.
  • Coordinate venue, entertainment and all day-of event logistics, and coordinate with events firm, if needed
  • Write and/or coordinate all event correspondence, including solicitations, acknowledgments and program copy

Support Local Events

    Women for Women International is a non-profit women’s humanitarian organization with rapid year-over-year growth, significant media attention and proven success in achieving our mission – including winning the prestigious the Conrad N. Hilton humanitarian award. 

    Sponsorship Operation Department manages the process of sponsorship of one woman at a time and drives revenue through recurring contributions. The department relies heavily on metrics to measure and drive efficiency, quality and performance. As part of the Sponsorship Operation Team, the Operation Analytics Coordinator will report directly to Database Analytics Manager and be a key member of maintaining donor database integrity and continuously improving toward data-driven and efficient business operation. 

    DUTIES and RESPONSIBILITIES:

    • Update and maintain integrity of Women for Women International donor database, including daily data import, cleansing and validation, developing data QA methods.
    • Interface with all departments to understand reporting needs and create and execute reporting to meet those needs.
    • Provide end user support including periodic training and maintenance of the database manual.
    • Prepare and publish updates regular reporting for management as needed.
    • Prepare and publish ad hoc analyses such as organizational overall stats, Customer Service function metrics, expense reporting, and Google analytics.

    PURPOSE:  

    The Communications Coordinator will manage Women for Women International’s media and speaking engagements portfolio. Responsibilities entail documenting and publicizing newsworthy program information and events through pitches and press releases for online, print, television and radio media outlets, fielding journalist requests, and prioritizing and implementing communications and media strategy. Additionally, the communications coordinator will track and process requests for Women for Women International spokespeople, positioning staff speakers and senior staff as experts through leveraging them at appropriate, high-value events.

    ESSENTIAL DUTIES and RESPONSIBILITIES:

    • Serve as coordinating liaison with the media: process journalist inquiries regarding the organization, programs and staff; provide relevant information and facilitate contacts with appropriate spokespeople for interviews.
    • Help design and implement media and outreach strategy around newsworthy programs, events and publications.
    • Write articles, stories and pitches on newsworthy programs, events, participants and publications.
    • Maintain an indexed archive of story resources, including updated profiles of selected participants, success stories, program write ups, and other stories from the field to augment pitches and respond to media requests for programmatic content.
    • Serve as departmental liaison with field offices and programs to gather story content and associated photo and video. Work with other department contacts to ensure that needs for field content (story, photo, video) are met across the organization.
    • Draft press releases and other communications materials for media, publications and materials as needed.
    • Brief and prepare Women for Women International representatives for interviews, including background information and talking points and relevant tips for media coaching.
    • Track media hits, working cross-functionally to ensure that media appearances are leveraged across the organization, including online and amongst donors and supporters.
    • Maintain updated speaker bios and press kits.
    • Position the CEO and other Women for Women International spokespersons as experts on women survivors of war by reviewing meeting, media, speaking, membership and event requests and, in collaboration with a cross functional team, determine which forums provide solid opportunities for growth and exposure. Where scheduling conflicts exist, dispatch other key Women for Women representatives to serve in her stead, when appropriate and feasible, balancing value of engagements against resources and other priorities.
    • Work cross-functionally to generate and propagate media content across the organization, including information for revenue generating functions.
    • Work closely with related positions, including the media consultant and multimedia & online coordinator, to execute the organization’s media and speaker functions.
